Lawrence S. Leibowitz is involved in the firm’s Securities and Regulatory practice areas.  He has been practicing law for over 30 years, and has extensive experience in the representation of broker-dealers and other securities professionals in general compliance matters, regulatory investigations and proceedings as well as in securities arbitrations.

From 1983 through 1996, Mr. Leibowitz was the General Counsel of Cowen & Company, a New York-based international broker-dealer and NYSE member firm, which engaged in retail and institutional brokerage, investment banking and asset management.  During his 14 years at Cowen, Mr. Leibowitz supervised the firm’s Legal and Compliance Departments, represented the firm and its personnel in securities industry arbitrations and regulatory proceedings, supervised all firm litigation, and provided compliance and regulatory advice to the firm’s branch offices, trading desks, administrative departments and senior management.  For the 9 years thereafter, before joining Lehman & Eilen in 2006, Mr. Leibowitz conducted a practice, through his own firm and as a partner in a “boutique” Long Island law firm, which focused primarily on securities industry arbitrations and regulatory advice, as well as general corporate and commercial matters.

Prior to joining Cowen & Company, Mr. Leibowitz was the Assistant General Counsel of a Fortune 500 company for about 4 years, and spent about 6 years with Willkie Farr & Gallagher, where his practice included the representation of broker-dealers, investment advisers and commodity brokers, as well as securities offerings, mergers and acquisitions, and advice and transactional assistance in various corporate and commercial transactions.  Mr. Leibowitz began his legal career with the Securities and Exchange Commission in Washington, D.C., in the department which drafted and interpreted the rules applicable to broker-dealers and investment advisers.

Mr. Leibowitz graduated cum laude from New York University School of Law, where he was an Editor of the Law Review and a member of the Order of the Coif.  He is admitted to practice in New York and Maryland, and before the United States District Court for the Southern District of New York, and is a member of the Association of the Bar of the City of New York.  He has served as an arbitrator for the NASD since 1984, and was an arbitrator for the American Arbitration Association from 1985 until 1996.  He has also been a mediator for the NASD since 1998.  Mr. Leibowitz is a member of the Compliance and Legal Division of the Securities Industry Association, and previously served on its Executive Committee.  Mr. Leibowitz has also been a member of the Board of Ethics of the Town/Village of Mt. Kisco, NY since 2000.
